Governor Mario Cuomo formed the New York State Commission on Government Integrity in 1987. Acting under an extraordinary mandate, the Commission of seven private citizens pursued a wide-ranging agenda of subjects from campaign financing and judicial selection to ethics training and whistleblowing protection.
