This volume argues on economic grounds for an internationally-coordinated move toward EC- or even OECD-untying. It presents empirical evidence which questions whether aid-tying produced significant macroeconomic benefits in the donor economies. The book recalls both the costs for the donor's national budget as well as the tying costs for the recipients. It argues that the "rent" which aid-tying has created within the protected business community is seldom transferred to the recipients. Finally, the text claims that the link between aid-tying and the domestic constituency for aid is weak. This economic analysis is placed against the background of recent policy discussions and decision-making on the issue, both in an EC- and OECD-framework, and focuses especially on the Helsinki Package operating since 1992.
Part 1 The various economic aspects of tying of bilateral aid: the tying of bilateral aid in its broader economic context; the disadvantages of protectionism - the donors' point of view; export support through tying and the donor countries' welfare; export support schemes evaluated from an international point of view - basic characteristics of the estimation procedure, annual changes in the export per commodity class if OECD wide untying would be applied; the impact of tying of aid on the recipient economies. Part 2 The tying of aid in the EC: the tying of bilateral aid and the cost of non-Europe - method of calulation of total potential savings; the impact of tied aid on the donor economies; EC-wide untying. Part 3 The Helsinki Package and procurement rules: the Helsinki Package; procurement rules - the common practice and some new developments.
