This book analyzes how European countries have been able to embark on the integration process and develop regional external relations through the European Union (EU) Community institutions. By defining the parameters of the concept of foreign policy applied to the case of the European Union, the study argues that there is a strong relationship between international crises and the development of the institutions, instruments and practices of EU Foreign Policy.
