Guy B. Adams is Professor Emeritus in the Harry S. Truman School of Public Affairs at the University of Missouri, USA. Danny L. Balfour is Professor in the School of Public and Nonprofit Administration and a faculty fellow of the Honors College at Grand Valley State University, USA.
