About the Author
Navroz K. Dubash is a Senior Fellow at the Centre for Policy Research, New Delhi.His current work examines climate change as a problem of multi-level governance byfocusing on domestic regulatory changes in environmentally-sensitive sectors. He alsoworks on the political economy of energy in India and Asia, international climatechange negotiations, the role of civil society in global environmental governance, andwater governance. He is currently a member of India's Expert Committee on LowCarbon Strategies for Inclusive Growth, a lead author for the Fifth Assessment Reportof the Intergovernmental Panel on Climate Change, and he also serves on the editorialboards of several international journals.His recent publications include a co-edited special issue of Climate Policy entitled'Beyond Copenhagen' and a co-edited special issue on Global Energy Governance forthe journal Global Policy He has a long history of engagement with civil societyorganizations, including as the first international coordinator of the Climate ActionNetwork, from 1990-92.Navroz holds PhD and MA degrees in Energy and Resources from the University ofCalifornia, Berkeley, and an AB in Public and International Affairs from PrincetonUniversity.
